Only on dedicated servers.
No it is not installed on our shared servers.
On dedicated servers yes.
We currently do not have this installed on our shared server environment. This is used to manage projects. Depending on how big the project files are, and how usual the developers update the CVS with modifications could make the load on a server vary. Meaning how often you update and access the program. When setting this program up the server it would need to run a separate daemon other than httpd called cvsd. By doing this is will open new ports. Basically a new service all together. We would not like to run this on a shared environment. We could install it on a dedicated server for you without any problems.
